What is RARE?
Managed in partnership with the Office of Minority Health, the Rapid Assessment, Response, and Evaluation (RARE) Project is a Federal technical assistance effort that helps local communities conduct assessments regarding HIV/AIDS needs and develop community-based interventions and services to address those needs. RARE targets communities in which the impact of HIV on people of color is significant and severe, offering evidence-based strategies to change HIV risk behaviors, knowledge and community structures.
HIV/AIDS continues to take a devastating toll, both around the world and at home, among people of color who are affected disproportionately by this disease. Communities have a critical role to play in the fight against HIV/AIDS, and they must not let the competing challenges that confront them limit their abilities to address this devastating disease. The Leadership Campaign on AIDS is designed to assist communities of color to take action. |
What makes RARE a valuable tool?
RARE:
Ryan White CARE Act Title I cities, and Title II States and jurisdictions are eligible to receive assistance through RARE. Additionally, community-based providers operating in areas funded by CARE Act Titles I or II, or providers of HIV prevention and/or care services in rural or underserved communities of color are also eligible.
