What is TLCA? In 1999, the Office of HIV/AIDS Policy launched The Leadership Campaign on AIDS (TLCA). TLCA works with both private sector partners and Federal agencies to support the fight against HIV/AIDS in communities of color. TLCA works with over 30 local and national organizations to find new and creative ways to fight HIV/AIDS. For example, we support media campaigns that have reached over 80 million radio listeners with HIV prevention messages. As part of our commitment to reaching underserved populations, we are working with the National Rural Health Association to restart an AIDS program for hard-hit rural minorities. And our recent work with the U.S. Conference of Catholic Bishops and Nueva Esperanza led to the development of a new national, faith-based Latino AIDS organization. |

Internally, TLCA provides critical support for the Department's efforts to improve the cost-effectiveness, efficiency, and accountability of Federal HIV/AIDS programs. TLCA’s Plain Language Training Program makes the Federal grants process simpler by teaching government employees to make clear and concise program announcements and guidelines. TLCA’s bimonthly Project Officers Conference Calls connect front-line Federal employees and senior HHS staff so that they can share information on the most effective ways of fighting HIV/AIDS in minority communities. TLCA also creates and maintains HIV/AIDS and Minorities: A Guide to Federal Programs and produces HIV/AIDS Fact Sheets for Federal employees and the public. What do we do? TLCA and the Health Disparities Initiative are among HHS efforts to address the disproportionate impact of HIV/AIDS on African Americans and other communities of color. Examples of TLCA Activities include leadership forums between senior HHS officials and community leaders to urge action on HIV/AIDS; events that educate about the impact of HIV/AIDS on communities of color; assisting communities and local officials in rapidly identifying HIV/AIDS needs and programs; and HIV/AIDS resources.
